Ellen Fishel is the Founding Advisor of People & Analytics Advisors, bringing over 15 years of focused expertise in public sector human resources. She holds both a Bachelor’s and Master’s degree in Business Administration and Labor & Human Resources from The Ohio State University, and maintains active certifications as a Professional in Human Resources (PHR) and Certified Labor Relations Professional (CLRP).

Ellen has held key leadership roles in city, county, and state government in Ohio, serving as a Labor Relations Officer, Administrative Officer, and Human Resources Director. Most recently, she led a nationwide team of remote consultants delivering classification and compensation studies for local governments across the United States. She has successfully managed a portfolio of up to 12 concurrent projects, with individual budgets ranging from $5,000 to $500,000. Her client base has included school districts, cities, counties, and special districts such as park systems, ports, utilities, and energy authorities.

Ellen understands the critical need for accurate, timely, and defensible classification and compensation data to support budget planning, salary adjustments, and collective bargaining negotiations. Ellen’s depth of knowledge in job evaluation, compensation benchmarking, and administrative investigations enables her to deliver practical, data-informed solutions that are equitable, actionable, and tailored to each client’s operational realities.
